Any person or group seeking to utilize the Town Green for any purpose, other than semi-active passive recreation, shall apply to the Duxbury Board of Selectmen for a permit for such use. Such application for a permit should be filed more than twenty-one (21) days prior to the proposed event and shall include a written description of the event, length of time of the event, and how the applicant plans to manage the special event traffic, parking and noise. The applicant shall simultaneously mail a copy of such application to all abutters within 300 feet of the Town Green property line as shown on the most recent Assessors List (list to be obtained at the Board of Selectmen/Town Manager's Office). The Board of Selectmen shall hold a public hearing as soon as possible following the filing of the application. The public shall have an opportunity to comment on the impact of the special event.
