LOCAL GUIDELINES FOR A TANK REMOVAL INSPECTION
PERMITS:
1. An “Application to Install” shall be filed before any work is started, except under emergency conditions. Applicable fee of $20.00 shall be submitted with application. Checks shall be made out to "Town of Duxbury."
2. A “Certificate of Completion” shall be filed within 72 hours and shall be signed by the Certified Technician completing the installation.
3. Only “Certificate of Completion” forms recognized by the Town of Duxbury will be accepted.
4. A copy of the Operation and Maintenance instructions shall be left with the owner.
OIL TANKS – OUTSIDE
1. Shall be mounted on a concrete pad. The pad shall be a minimum of two (2) inches think and shall extend a minimum of one (1) foot from each side of tank.
2. Tanks of 330 gallons capacity or less shall be protected from the weather by the use of a tar or paint coating.
3. A tank or combination of tanks, more than 330 gallons, shall be enclosed and meet the requirements of CMR 4.02: (8) (d), 4.02: (9).
4. Oil supply and return lines shall come off of the top of the tank. The lines shall be protected by the use of plastic tubing and shall be secured. If the tank is a replacement tank, any portion of an existing line that is in contact with the ground or concrete shall be protected by an Oil Safety Valve, installed according to the Manufacturers Specifications.
5. Openings on the side or bottom of the tank shall be secured by the use of a plug. Valves are not allowed.
6. The Thermal Valves, required under 4.03: (3), shall be of the Hand Wheel type. They shall be located such that one is at the burner and one just inside the building where the oil supply line enters the building.
7. In addition to the Thermal Valves, a manual shut off valve shall be installed in the oil supply line close to the tank.
OIL TANKS – INSIDE
1. The vent pipe shall be at least two (2) inches higher than the Fill Pipe. Swing joints are not required on inside tanks, however their use is recommended.
2. Tanks installed in a garage shall be protected from vehicle damage. A four (4) inch cement filled
post shall be used, extending four (4) feet above the floor and two (2) feet below the floor.
3. All new oil supply and return lines shall be protected by plastic tubing. They shall be secured in place. If the lines are exposed to traffic they shall also be protected by cement.
4. Whenever possible, any old lines not enclosed in plastic should be replaced. If an old line is being used that is not enclosed in plastic and is in contact with the ground or concrete, an Oil Safety Valve shall be installed according to Manufacturer Specifications.
5. Overhead lines are allowed, provided that they are protected by a plastic sleeve. They must be secured in place by clips attached to and traveling with the floor joist. If the lines run perpendicular to the joist, they must be attached by clips to strapping or other suitable means of support.
6. Thermal Valves shall be of the Hand Wheel Type. One shall be located at the burner and one at the tank.
7. In addition to the Thermal Valves, a manual shut off valve shall be installed in the oil supply line near to the tank. The valves shall be installed in the following order: manual shut off, thermal valve, filter and supply line.
